Project description
The purpose of the project was to modernize and improve the national crisis communication infrastructure. This involved upgrading the TETRA system to TETRA 4, establishing the E-112 emergency call system, and strengthening the institutional capabilities necessary to manage these systems effectively.

Objective
The project aimed to enhance the capacity of relevant institutions in North Macedonia to coordinate crisis responses more effectively. This included ensuring timely actions, efficient resource utilization, and providing accurate risk assessments to improve national security. A key part of the objective was the upgrade of the national digital radio TETRA communication system (TETRA 4) and the implementation of the E-112 emergency call system.
Implementation
The project delivered essential services, including a needs assessment and legal framework analysis, and developed a conceptual design for the E-112 and TETRA systems. Public awareness campaigns were conducted, and comprehensive training programs were provided to ensure proper system operation. The team also offered technical support during the tendering, procurement, and installation phases, and supervised the commissioning of equipment, ensuring compliance with requirements. Continuous procedural and technical advice was provided, along with support to the contracting authority throughout the project’s implementation and acceptance processes.
Result
The project conducted a thorough needs assessment and gap analysis of emergency call services, leading to recommendations for an integrated E-112 system, including necessary legal framework adjustments. A conceptual design for the IT and telecommunications infrastructure was developed, alongside public awareness campaigns to inform citizens about the E-112 system. Training programs were successfully delivered to equip administrators and users with the skills to operate the system. Additionally, the project provided a detailed analysis of the existing TETRA system and offered recommendations for its integration with E-112 and for ensuring the system’s sustainability and maintenance.
