Project description
The purpose of this contract was to facilitate the establishment of the tram system in Skopje by providing consultancy services for the preparation and launch of the tender documentation necessary for awarding the PPP contract.

Objective
The general objective of this project was to assist the City of Skopje in preparing, launching, evaluating, and negotiating a Public-Private Partnership (PPP) contract for the design, construction, financing, operation, and transfer of a tram system for passenger transport.
Implementation
The services provided by Vialto Consulting included reviewing the existing tender documentation, proposing changes, preparing the final tender documentation with technical specifications and contract models, and preparing for the evaluation of received offers and contract negotiations.
Result
Vialto Consulting prepared the tender document for the public procurement/PPP contract, which included reviewing the existing tender documentation, suggesting changes, and finalizing the tender document, technical scope, and model contract. Despite these efforts, the project was halted at the evaluation phase due to the lack of bid submissions, resulting in the completion of only 45% of the contract.
