Project description
The purpose of the project was to enhance the quality of statistical data provided by the Ministry of Food, Agriculture and Livestock (MoFAL). This was achieved through conducting training at both central and provincial levels, introducing new methodologies for early yield estimation, and improving staff knowledge on survey design and data collection in line with EU methods.

Objective
The overall objective of the project was to contribute to the harmonization with the EU acquis on statistics by improving the capacity at selected data providers other than TurkStat.
Implementation
Our team identified the framework for the organizational structure for agricultural statistics in compliance with the EU acquis, analyzing the current structure and preparing an action plan for integration and consolidation of existing data collection systems. They conducted training programs for MoFAL and TurkStat staff, established a Farm Register, tested crop cutting methods for early yield estimation, and developed methodologies for counting olive trees using satellite images. They also organized study visits and training programs in EU Member States to strengthen MoFAL’s capacity and knowledge on EU agricultural statistical systems and compliance with the acquis.
Result
The project resulted in operational coordination mechanisms between MoFAL and TurkStat. MoFAL staff were trained to conduct surveys and generate EU-compliant agricultural data. Statistical methodologies were successfully tested in Konya and Adana provinces. The Farm Registry TİKAS infrastructure was established with a strategy for completion, and the methodology for olive tree enumeration was tested in Manisa’s GölmarMFAL district.
