Project description
The role of Vialto Consulting was to provide External Quality Control (EQC) services. These services ensure consistent geographical data quality and support the beneficiary in monitoring and evaluating the products delivered from the orthophoto creation and LPIS digitization contracts, which cover the entire country. This will be used for the further implementation of IACS and as background data for other related measures.
Project solution
Objective
The overall objective of the project was to support Turkey in developing an area-based agricultural support system that aligns with EU best practices and the EU acquis. This system aims to fully establish the Integrated Administration and Control System (IACS) and implement the Land Parcel Identification System (LPIS) nationwide, ensuring all agricultural land is recorded, identifying unclaimed or misclaimed areas, and directing payments to farmers. It also seeks to create a foundation for managing environmental and rural development actions.
Implementation
The project involved developing a web-based application for monitoring and evaluating orthoimages and LPIS digitization. It provided technical and methodological coordination support, including preparing the final version of the photo interpretation guideline (LPIS CAPI Guideline). Vialto Consulting also provided External Quality Control (EQC) services, which included inspecting the work of digitization contractors, monitoring the delivered products of orthophoto creation, and preparing quality control reports. It also involved evaluating the products of LPIS digitization contracts, deriving additional GIS layers linked to LPIS data, and preparing raster and vector data along with databases to deliver comprehensive information covering the whole of Turkey. This included orthophoto coverage, LPIS coverage, and all internal datasets in standardized formats ready for archiving.
Result
The project achieved several key outcomes. A web-based application was developed for monitoring and evaluating orthoimages and LPIS digitization. The final version of the photointerpretation guideline was prepared. Detailed analysis and documentation regarding the quality and accuracy of deliverables from the orthophoto and digitization contractors were produced by Vialto Consulting, along with the consolidated outputs of the entire project. Additionally, comprehensive information covering the entire country was delivered, ensuring consistent geographical data quality that meets nationwide technical requirements.
